The Australian government has launched a new anti-dumping and anti-subsidy investigation against Chinese aluminum extrusions, targeting new exporters. The move comes after a review found evidence that Chinese producers were dumping aluminum extrusions in Australia below their normal value, and that these exports were receiving subsidies from the Chinese government.
The Australian Anti-Dumping Commission (ADC) said in a statement that it will investigate whether these practices are causing material injury to the domestic industry in Australia. The investigation will cover aluminum extrusions exported from China to Australia between July 1, 2020, and June 30, 2021.
Last year, the ADC had already imposed anti-dumping duties on aluminum extrusions from China, ranging from 15.4% to 30.4%. However, the new investigation will focus on new Chinese exporters who were not included in the previous investigation.
The decision to launch a new investigation has been strongly criticized by the Chinese government, which said the move goes against the principles of free trade and harms the interests of Chinese companies that are operating by the international trading rules.
According to China's Ministry of Commerce spokesperson, the Australian action "runs counter to the WTO rules and deviates from the consensus reached by the leaders of the two countries on promoting bilateral trade and economic cooperation."
The Australian government has defended its action, saying it is necessary to protect the country's domestic industry from unfair competition. The Minister for Trade, Tourism, and Investment, Dan Tehan, said in a statement that "Australia's trade remedies system is an important tool to ensure that our manufacturers are not being unfairly undercut by imported goods that are dumped or subsidized."
The new investigation is expected to take up to 15 months, during which time Chinese aluminum extrusion exporters will be required to respond to questionnaires and provide information to the ADC. The outcomes of the investigation will determine whether additional anti-dumping and anti-subsidy duties will be imposed on Chinese aluminum extrusions entering Australia.
